Sounds like a die notch, sometimes added by the Melbourne mint to identify coins struck by a particular die, often for testing purposes. I've never heard of one on a 1948 penny though, it is a bit unusual, as they generally only occur on unique designs or the first date of a particular design, such as the 1937 crown, which have two different die notch varieties.

I'd recommend Fred Lever's book on pre-decimal varieties, I'm not sure if he lists your varieties but its the most comprehensive book on pre-decimal varieties so if he doesn't have it, you've probably found the first one.
